Montréal’s housing crisis is worsening, with many struggling to find affordable homes. Non-profit housing providers play a key role but face systemic barriers favoring for-profit development. This study explores municipal policy tools that could better support non-profit housing, drawing on workshops with housing actors and examples from other cities. It concludes with recommendations for the Ville de Montréal to foster a more supportive environment for non-market housing.
